If you've got the resources, I would be filling an energy cube from thermal expansion and sitting that next to the quarry to power it, so that the max input power for the quarry is reached and it runs as fast as possible

The lowest the power must be at is 5 RF/tick (it may be lower, hasn't been tested). The Quarry doesn't have an upper limit of power input, although the Quarry is much less efficient at higher power.
